I think you asked this question before. You cannot get married at the Canadian Consulate. Your fiance does need to go to the consulate to get a Certificate of Legal Capacity to Contract Marriage.
While he does that, contact the Local Civil Registrar at city hall from the municipality where you love and find out what documents you need to bring (usually just a proof of age like your birth certificate). Then take the Certificate along with whatever document you need to the Local Civil Registrar at city hall) and apply for a marriage license.
After you get the marriage license, you need to wait 10 days before getting married. You will need to locate a judge, justice of the peace, priest or minister to marry you. If you get married in a church there is additional paperwork and requirements. I think you need 2 witnesses to the ceremony but check with the local registrar.
It takes a while to get a visa if you're granted one at all so be prepared to wait a long time. Your fiance should fill out the paperwork as soon as possible.
